TOWN COURT CLERK: The Town of Jerome has an immediate opening for a Municipal Court Clerk / Court Administrator position. Under the general direction of the Town Magistrate, the clerk/administrator performs a variety of skilled and specialized tasks related to the operations of the Jerome Municipal Court. The job description for this position can be found below. The expected workload for this position is 26 - 30 hours per week, Monday-Thursday with some required attendance outside of the standard hours, but very minimal. The anticipated salary range for this non-exempt position is $20.00 - $24.00 / hour. If incumbent works in excess of 30 hours per pay period regularly, comprehensive Town benefits may be offered.

POSITION SCOPE:
GENERAL PURPOSE: Under general direction and supervision of the Presiding Judge, performs judicial and legal support, administrative, clerical, cash handling, and customer service functions. Also, assists the Presiding Judge in planning, organizing, and directing the administrative functions of the Municipal Court.
CHARACTERISTICS: This position is a key representative of the court and is responsible for providing and promoting the highest levels of service to all customers. This is a part-time position with offices open to the public Monday – Thursday and court operating one day each week, abnormal working hours may be required from time to time. An employee successful in this position is expected to exercise a high degree of independence, initiative, responsibility, and professional expertise with little to no supervision. Job functions require the ability to think and work independently, and exercise effective communication skills, discretion, logic, and good judgement.
PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position specific duties.
Clerical Duties and Responsibilities:
- Prepares and processes cases such as misdemeanor, civil traffic, parking violation, orders of protection/injunctions against harassment and other civil matters in compliance with legal requirements and procedures.
- Schedules any subsequent hearings
- Prepares, creates, and processes a variety of correspondence, reports, legal documents, orders, warrants, and forms.
- Enters pleas and assesses sanctions on civil traffic charges, schedules civil traffic hearings and processes any appeals.
- Assists judges, attorneys, and defendants in the courtroom, prepares orders and sentencing documents for the court record.
- Electronically records at court proceedings.
- Monitors cases for compliance with court records including restitution, jail time, defensive driving school attendance, counseling, community service, and any other mandates ordered.
- Evaluates case files to determine necessary action such as probation violation recommendations, arrest warrants, driver’s license suspension or tax refund interceptions.
- Prepares payment plans for defendants requiring assistance.
- Prepares and/or cancels warrants, summonses, and subpoenas. Reports convictions to other agencies.
- Provides oversight and safekeeping of court records and recordings by maintaining, monitoring, and disposing as applicable and/or required.
- Certifies court documents as needed or required.
- Performs other duties as required or assigned.
- Effectively interacts with prisoners, defendants, and victims of crime in potentially volatile situations
Administrative Duties and Responsibilities:
- Plans, directs, and supervises all non-judicial operations, activities, and procedures within the court as directed by the Presiding Judge; Serves as the Clerk of the Court.
- At the direction of the presiding judge, establishes and implements policies and procedures to improve operational effectiveness and to ensure continued productivity of the court.
- Assures that court policies and procedures are following court administrative orders, state and local laws, regulation, and standards.
- Ensures successful implementation of court policies and procedures, state laws, and Supreme Court Administrative Orders.
- Manages successful implementation of projects as required.
- Complies and evaluates statistical data related to the efficiency and effectiveness of court operations, and makes appropriate written and verbal recommendations as needed
- Maintains compliance with requirements governing statistical reporting, jury management, account, and records management policies and procedures established by the Supreme Court and the Presiding Judge of Yavapai County.
- Maintains detailed and accurate accounting records of monies received and posted for fines, fees, and forfeitures in accordance with minimum accounting standards, as promulgated by the Arizona Supreme Court, to control receipt of money and to provide accurate and timely account reconciliation.
- Updates and maintains master tables and calendars in case management system.
- Responds to and resolves difficult and sensitive citizen’s inquiries and complaints,
- Performs other duties as required or assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
High School Diploma or GED equivalent, and two (2) years court experience; Preferred applicants will possess two (2) years of college education, four (4) years court experience, and familiarity with Liberty Recording systems and AJACS court management system.
Necessary Knowledge, Skills, and Abilities:
- Knowledge of:
- Town Code, Arizona Court System, Arizona Revised Statute, Arizona Rules of Civil and Criminal Procedures, FARE and TIP collections, legal terminology, and courtroom behavior.
- Jury and facilities management including courtroom security.
- Modern office practices, procedures, and equipment.
- Accounting and financial management, and ability to apply and maintain efficient processes overseeing daily and operational finances of the court.
- The principles of record keeping and records management.
- Customer service and public relations methods and techniques.
- Skill in:
- Interpreting and applying court standards and procedures, applicable state rules and regulations, and town policies and procedures.
- Operating a personal computer utilizing a variety of business software including AJACS case management system.
- Preparing clear and comprehensive written and statistical reports.
- Explaining court procedures and processes in a clear, concise, and comprehensive manner to attorneys, litigants, and the public.
- Ability to:
- Keyboard data entries into AJACS (or its replacement) case management program.
- Operate the Liberty Recording System in the court during all proceedings.
- Prepare and maintain accurate documents, records, and reports, while maintaining the confidentiality of court matters.
- Provide quality customer service while maintaining a courteous, helpful, and professional image during stressful situations, as well as, in dealing with individuals from various socioeconomic, ethnic, and culturally diverse backgrounds.
- Exercise initiative, apply sound judgment, set goals, organize and prioritize, and to work independently, at times under time constraints and deadlines, while following established procedures, manuals, and codes.
SPECIAL REQUIREMENTS:
Must complete 16 hours of COJET training annually.
Must possess, or obtain upon employment, a valid Arizona driver’s license.
PHYSICAL DEMANDS / WORK ENVIRONMENT:
Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift up to 30 pounds.
Standard office environment.

JOB DESCRIPTION - DEPUTY CHIEF OF POLICE
PUBLIC WORKS TECHNICIAN: The Town of Jerome has an immediate opening for a full-time Public Works Technician to join our Public Works crew. Under the general direction of the Public Works Director or Crew Leader, the Public Works Technician performs a variety of skilled tasks and manual labor on the Town’s utility system, streets, parks and other properties, and provides residential and commercial sanitation collection services. Work involves manual digging, heavy lifting, extended walking, climbing, and working in confined spaces, all under a variety of extreme environmental conditions. To be considered, candidates must have a Commercial Driver’s License (CDL) or ability to obtain a CDL within three (3) months of employment. The wage range for this non-exempt position is $17.50 - $25.00 per hour.
